Love that--the secret society of flatbutts!  To counteract the droopiness, have a tailor adjust the seat of your pants for a better fit.  And to avoid the appearance of an overly flat butt, have the back pockets centered on the butt to make it look fuller.

To make your butt look smaller with jeans, look for styles with larger back pockets.  Jeans with small (or no) pockets tend to make your rear look larger.
