Maybe it's just me, though, because I have a hard time wearing yellow with my fair skin. I actually have a similar skirt and I pair it with a solid, cool-red blouse most of the time for a very romantic look. Girly white blouses work very well, too, to make a fun daytime outfit. I love white blouses with small puffed sleeves and some ruffles. I agree with you that details like that make this sort of outfit work. Otherwise the solid color top would look too plain. With a white blouse I'd recommend adding some more color in the accessories. I've found that some turquoise works surprisingly well for me to add some pop without being over-powering.
